Julie Stapleton Carroll

Director, School Services

Julie Stapleton Carroll is committed to the success of public schools. With more than 25 years of education experience, she brings a comprehensive perspective to every engagement. Julie enjoys working directly with board members, administrators and teachers to build their capacity and help them achieve their vision of providing a quality education.

In her role at Foundations, Julie works with schools to provide a full spectrum of services, including assistance with school start-ups, school leader recruitment and training, school evaluation and assessment, board development and support, governance, policy and budget development, systems design and administrative practices. Experience in development-as a school administrator and as a parent-makes Julie a highly effective coach.

After earning her bachelor's degree from the University of Michigan, Julie moved to Philadelphia to accept a position at Beaver College's Center for Education Abroad. She went on to work in educational administration at the Wharton School of Business and the Graduate School of Nursing at the University of Pennsylvania.

Upon completing her Masters in Educational Policy at the University of Pennsylvania in 1998, Julie redirected her energies to improve educational outcomes with a special focus on urban youth. The result: the Wissachickon Charter School-a K-8 Philadelphia public school that integrates environmental themes within the context of service learning. As founder, Julie served as CEO for the school's inaugural years and managed all aspects of operations and programs.

Julie has served on the Board of Directors of the Green Woods Charter School, the Germantown Historical Society (Treasurer) and the West Central Germantown Neighbors Association (Vice President).  She lives in Germantown with her husband and three children.
