Meet the School Services Team

Foundations' expert team possesses tremendous experience serving district and charter schools. We also draw on a number of consultants who bring a range of expertise in areas of instruction and school administration.

Peter Costa
Director of School Business Services

Peter's experience includes nearly 35 years in school accounting, finance and auditing. At Foundations, he leads a professional team responsible for business operations, from budgeting to financial reporting, of every charter school, public school, and district under contract. He consults with school administrators to provide technical assistance, develop financial policies and procedures, manage treasury operations, and prepare cash flow projections.

William Minich
School Business Services Manager

An accomplished professional with exceptional strategic, operational and financial expertise, Bill provides business and financial management for Foundations' district and charter school clients. He advises and manages financial reporting and audits, takes a lead role in securing financing for building acquisitions and major renovations, and also contributes to grant writing and campaign fundraising. Bill's 25-year career includes particular experience supporting turnaround strategies for distressed schools and other organizations.

Harry S. Owens
Chief Financial Officer

Harry's background includes more than 30 years of non-profit academic and healthcare financial management. As Chief Financial Officer of Foundations, Harry directs all financial activities of the organization, including audit and tax reporting. He also oversees Foundations' School Business Services division, which supports charter and district school clients.

Jacqueline Price
Project Coordinator, School Services

Jacqueline provides assistance to Foundations' Network and client schools in all stages, from their development and opening through ongoing operation. She coordinates and oversees special projects, such as student advertising and recruitment, school fundraising, building site preparation, and charter school preparedness visits with the State. An expert administrator, Jacqueline helps clients meet budgets and deadlines, and most importantly - helps them meet their goals for student success. She draws upon ten years of previous experience in the non-profit healthcare field, where she managed direct care programs and honed the extraordinary client service skills she continues to use today.

Jessica Williamson
Director, Human Resources

Jessica leads Foundations' human resources function, and also provides expertise to support the organization's school leadership search services. She continually improves human resources processes and operations, and ensures compliance with applicable laws and regulations. She has specialty knowledge in recruiting processes, compensation and benefits administration, payroll processing, performance reviews, policies and procedures, and trainings.
